Our People
Anthony Cooke. Managing Director
Anthony is a health services manager. He has the following qualifications: BA, Certificate in Business Computing, Diploma of Management and Post-Graduate Diploma of Arts. He is an Associate Fellow Australian College of Health Service Executives. Anthony has almost two decades of middle & senior management experience in the disability support, special education & health sectors. He has been involved in primary care since 2001 and serves as the CEO of West Coast PHO, amongst other duties.

Fiona Doolan-Noble. Consultant
Fiona's background is in nursing. She has a Post Graduate Diploma in Public Health and has recently completed a Masters in Primary Health Care. Fiona has significant experience of working in the secondary, primary health care and NGO sectors and in clinical project management. Her experience includes chronic disease management, health promotion, strategic planning, development of new clinical projects and services, qualitative research, and project evaluation. Fiona is based in the South Island and joined the PHOcus on Health team in Dec 2010.

Kate Healey. Consultant
Kate is a health services manager with over twenty years experience. Her experience encompasses cardiac technology, community development and community services and primary health care management. Her qualifications include: Dip. Cardiopulmonary Technology, Dip. Social Science (Community Development), Post Grad. Dip. Community Development and Post Grad. Dip. Business (Health Management). She is an Associate Fellow of the Australasian College of Health Services Executives. Since 2000, Kate has established a community based primary health care service, been a primary care practice manager, chaired the steering group establishing a PHO and was an inaugural PHO board member. Subsequently her experience came from a DHB perspective, having been Manager of PHOs and Integration at Waitemata DHB. Kate joined PHOcus on Health at the start of 2008.

Dr. Jocelyn Tracey. Clinical Advisor.
Jocelyn was one of PHOcus on Health's founders, but now devotes most of her time to being a GP in Golden Bay. Jocelyn provides clinical advice to PHOcus on Health on an occasional basis. Her qualifications include: MBChB, FRNZCGP, PhD. She has over two decades of experience within primary care, and of integration between primary and secondary care. Her experience includes strategic planning, quality planning, health needs analysis, development of new clinical projects and services, chronic disease management, research and evaluation, professional development and clinical project management.
