"Devolution of services", out of secondary, and into primary care, was a key component of the current government's health policy. It seems to have disappeared...
"Alliance contracting" is the current buzzword around the primary health scene.
Instead of transferring ownership & control of services to the primary sector, with a mandate for primary to better integrate these devolved services with their own core primary services, we now seem to be talking about alliance contracting. The idea seems to be that some services might relocate into non-hospital settings, but change of ownership & control is off the agenda. Instead, funders and providers will form 'alliance groups' that will together agree on what is done, by whom etc.
Is alliance contracting a pale version of devolution of services?
If so, does it matter that devolution of services is off the agenda?
