First we had the 'Primary Health Care Strategy'; which led to the birth and proliferation of PHOs - over 80 at the maximum.
Even back then there was talk of the need for "gold standard PHOs".
But then came 'Better Sooner More Convenient' health care. So PHOs are merging and disappearing. Talk is of the need for:
"second generation PHOs"
What will they be? What will they look like? What should they look like?
