A major component of the request for EoIs was around the primary-secondary interface and, in particular, the devolution of secondary services to primary settings.

Is there any reason why the PHOs and relevant DHB in a district can't continue to progress devolution of secondary services, whether or not an EoI gets Wellington's nod?

How likely do you think it is that this might happen?  Might non-selection in the EoI process provide extra incentive for PHOs/DHBs to see how much progress they can make locally?
